事由：關於全面落實香港《中醫藥發展藍圖》之綜合建議

Subject: Comprehensive Proposals for the Full Implementation of the Blueprint for Chinese Medicine Development in Hong Kong

一、完善頂層統籌與制度建設

I. Strengthen Top-Level Coordination and Institutional Development

建議特區政府強化中醫藥發展跨部門統籌機制，由醫務衞生局牽頭，建立常態化協作平台，明確責任分工、執行路徑及評估機制，確保藍圖各項措施有序落地。持續完善《中醫藥條例》及配套規管制度，優化中醫師註冊、中藥監管、中西醫協作、醫療機構運作等相關規範，為中醫藥長遠發展提供穩固法治與制度保障。

It is recommended that the HKSAR Government strengthen the cross-departmental coordination mechanism for Chinese medicine development, led by the Health Bureau, to establish a regular collaboration platform with clear division of responsibilities, implementation pathways and evaluation mechanisms to ensure the effective delivery of all blueprint measures. The Chinese Medicine Ordinance and its supporting regulatory systems shall be continuously improved to optimise the registration of Chinese medicine practitioners, Chinese medicine regulation, integrated Chinese-Western medicine collaboration and healthcare institution operations, providing a solid legal and institutional foundation for the long-term development of Chinese medicine.

建議持續加大對中醫藥的財政投入，優化中醫藥發展基金運用，重點支持中醫醫院運營、基層服務網絡、科研創新、人才培育及中藥品質管控，完善資源投入與成效考核機制，提升公共資源使用效益。

Sustained increase in financial investment in Chinese medicine is recommended, with optimised use of the Chinese Medicine Development Fund, focusing on supporting the operation of the Hong Kong Chinese Medicine Hospital, primary care network, scientific research and innovation, talent development and quality control of Chinese medicines. A sound resource input and performance assessment mechanism shall be established to enhance the efficiency of public resource utilisation.

二、健全中醫藥服務網絡，提升公共醫療可及性

II. Enhance the Chinese Medicine Service Network and Improve Public Healthcare Accessibility

以香港中醫醫院為龍頭，打造集臨牀、教學、研究、培訓於一體的旗艦機構，發展專科專病服務、中西醫協治療及康復舒緩服務，強化腫瘤、痛症、中風康復、老年病、慢性病等優勢領域，構建高水平中醫醫療標桿。

Led by the Hong Kong Chinese Medicine Hospital, a flagship institution integrating clinical services, teaching, research and training shall be developed, focusing on specialty services, integrated Chinese-Western medicine treatment and rehabilitation and palliative care. Priority areas including oncology, pain management, stroke rehabilitation, geriatrics and chronic diseases shall be strengthened to establish a high-standard Chinese medicine medical model.

進一步優化十八區中醫診所暨教研中心服務，增加資助診症名額，延長服務時段，拓展服務範圍，並加強與地區康健中心、安老院舍、基層醫療單位協作，將中醫藥全面融入基層健康管理、慢性病防治及社區健康推廣，建立「基層—地區—中醫醫院」分層分級及轉診協作機制，提升全港市民中醫藥服務可及性與便利性。

Services of the 18 Chinese Medicine Centres for Training and Research shall be further enhanced by increasing subsidised consultation quotas, extending service hours and expanding service scope. Collaboration with District Health Centres, elderly care homes and primary care settings shall be strengthened to fully integrate Chinese medicine into primary health management, chronic disease prevention and community health promotion. A tiered referral and collaboration system linking primary care, district services and the Chinese Medicine Hospital shall be established to improve accessibility and convenience for the public.

推動建立制度化中西醫協作模式，在公營醫療體系內完善聯合診療機制，制定共同臨牀路徑與診療規範，推動醫健通數據互通共享，提升整體醫療效能，形成具香港特色的中西醫結合服務體系。

An institutionalised model of integrated Chinese-Western medicine shall be promoted, with a joint diagnosis and treatment mechanism within the public healthcare system, common clinical pathways and treatment protocols, and enhanced data sharing via the Electronic Health Record Sharing System. This will improve overall medical efficiency and form an integrated Chinese-Western medicine service system with Hong Kong characteristics

三、強化中藥安全與品質管控，鞏固國際標準優勢

III. Strengthen Chinese Medicine Safety and Quality Control, and Consolidate International Standard Advantages

充分發揮政府中藥檢測中心核心功能，持續完善香港中藥材標準及中藥安全檢測體系，加強重金屬、農藥殘留、微生物及摻偽問題監測把關，構建從源頭、加工、炮製、倉儲、流通至臨牀使用的全鏈條監管機制。

The core functions of the Government Chinese Materia Medica Testing Centre shall be fully utilised to continuously improve the Hong Kong Chinese Materia Medica Standards and the Chinese medicine safety testing system. Strict monitoring shall be implemented for heavy metals, pesticide residues, microorganisms and adulteration, establishing a full-chain regulatory system covering sourcing, processing, preparation, storage, distribution and clinical use.

建議加快推動全港中藥追溯系統建設，實現來源可查、去向可追、責任可究，保障市民用藥安全有效。同時優化中成藥註冊及評審安排，提升審批效率，支持經典名方、院內製劑及優質中成藥加快應用，豐富臨牀用藥選擇，促進中藥產業規範發展。

The accelerated development of a territory-wide Chinese medicine traceability system is recommended to achieve traceable sources, trackable distribution and accountable management, ensuring safe and effective medication for the public. The registration and assessment of proprietary Chinese medicines shall be optimised to improve approval efficiency, supporting the accelerated use of classic formulas, in-hospital preparations and high-quality proprietary Chinese medicines, enriching clinical treatment options and promoting the regulated development of the Chinese medicine industry

四、加強中醫藥人才培育，建設專業人才梯隊

IV. Enhance Chinese Medicine Talent Development and Build a Professional Talent Pipeline

支持本地高等院校優化中醫藥教育體系，完善本科、研究生、專科培訓及師承教育機制，擴大臨牀教學及實習崗位，提升人才理論素養與臨牀實踐能力。加強中醫師、中藥師、科研人才及管理人才梯隊建設，完善持續專業發展制度，提升行業整體專業水平。

Local universities shall be supported to optimise the Chinese medicine education system, covering undergraduate, postgraduate, specialist training and apprenticeship programmes. Clinical teaching and internship positions shall be expanded to strengthen theoretical knowledge and clinical competence. A talent pipeline for Chinese medicine practitioners, Chinese medicine pharmacists, researchers and managers shall be developed, with a robust continuing professional development system to raise overall professional standards.

建議加強與內地及國際專業交流，適度引進高層次中醫藥人才，支持本地人才到大灣區及海內外交流進修，促進經驗互鑒、技術提升，為香港中醫藥發展提供穩定、高質、多元的人才支撐。

Enhanced professional exchanges with the Mainland and overseas are recommended, with appropriate introduction of high-calibre Chinese medicine talents. Local talents shall be supported to exchange and pursue further studies in the Greater Bay Area and globally, facilitating experience sharing and technological advancement, providing stable, high-quality and diversified talent support for Hong Kong’s Chinese medicine development.

五、推動科研創新與智慧中醫藥發展

V. Promote Scientific Research Innovation and Smart Chinese Medicine Development

以香港中醫醫院、高校及政府中藥檢測中心為核心，搭建高水平中醫藥科研與轉化平台，聚焦臨牀療效研究、循證醫學、中藥新藥研發、中醫藥大數據及人工智能應用，加強與國家中醫藥科研平台及大灣區機構合作，推動科研成果落地應用。

Centred on the Hong Kong Chinese Medicine Hospital, local universities and the Government Chinese Materia Medica Testing Centre, high-level Chinese medicine research and translation platforms shall be built, focusing on clinical efficacy research, evidence-based medicine, new Chinese medicine drug development, Chinese medicine big data and artificial intelligence applications. Collaboration with national Chinese medicine research platforms and Greater Bay Area institutions shall be strengthened to translate research outcomes into practical applications.

加快推進智慧中醫藥建設，發展遠程中醫診療、電子健康管理、智能藥事服務及大數據風險監測，以科技賦能服務提升與規管效能，鞏固香港在中醫藥現代化、標準化領域的領先優勢。

The development of smart Chinese medicine shall be accelerated, including telemedicine, electronic health management, intelligent pharmacy services and big data risk monitoring. Technology shall empower service improvement and regulatory efficiency, consolidating Hong Kong’s leading position in the modernisation and standardisation of Chinese medicine.

六、深化大灣區合作，推動中醫藥國際化

VI. Deepen Greater Bay Area Cooperation and Promote the Internationalisation of Chinese Medicine

深化香港與粵港澳大灣區在中醫藥服務、人才、標準、科研、產業等領域的合作交流，推動資格互認、檢測互認、標準互通、資源共享，共建大灣區優質中醫藥健康生活圈。

Cooperation and exchanges between Hong Kong and the Guangdong-Hong Kong-Macao Greater Bay Area shall be deepened in Chinese medicine services, talents, standards, scientific research and industry. Mutual recognition of qualifications, test results and standards, as well as resource sharing, shall be promoted to jointly build a high-quality Chinese medicine health community in the Greater Bay Area.

七、推廣中醫藥文化，提升社會健康素養

VII. Promote Chinese Medicine Culture and Enhance Public Health Literacy

持續推動中醫藥文化進校園、社區、安老院舍及職場，加強科普宣傳與公眾教育，提升市民對中醫藥的認識、認同與正確使用習慣。傳承中醫藥非物質文化遺產及師承技藝，營造支持中醫藥發展的良好社會氛圍，促進中醫藥更好服務市民健康。

Chinese medicine culture shall be continuously promoted in schools, communities, elderly care homes and workplaces through public education and science popularisation, enhancing public understanding, recognition and proper use of Chinese medicine. Intangible cultural heritage and apprenticeship skills of Chinese medicine shall be preserved, fostering a supportive social environment for Chinese medicine development and better serving public health.

VIII. Conclusion

香港具備發展中醫藥的獨特優勢與堅實基礎。建議特區政府以中醫醫院及中藥檢測中心為雙核心，以服務體系、人才培育、科研創新、品質安全、大灣區融合及國際化為主攻方向，系統推進《中醫藥發展藍圖》各項工作，將香港建設成為國際中醫藥中心、中醫藥現代化高地及大灣區中醫藥龍頭城市，為提升市民健康福祉、推動醫療體系發展及服務國家戰略作出更大貢獻。

Hong Kong possesses unique advantages and a solid foundation for developing Chinese medicine. It is recommended that the HKSAR Government take the Chinese Medicine Hospital and the Chinese Materia Medica Testing Centre as dual cores, focusing on service system, talent development, research innovation, quality and safety, Greater Bay Area integration and internationalisation to systematically implement the Blueprint for Chinese Medicine Development. Hong Kong shall be developed into an international Chinese medicine hub, a modernisation highland and a leading Greater Bay Area city for Chinese medicine, making greater contributions to public health, healthcare development and national strategies.
